Must Have
Bachelor's degree in Business Administration, Supply Chain Management, or a related field with at least 12 years professional experience, Master's with at least 9 years of professional 16 years professional experience may be considered in lieu of a degree, Minimum of 5 years experience in subcontracts administration or procurement, with a emphasis on international suppliers/contracts, Demonstrated experience with government contracting regulations (FAR/DFARS), understanding of compliance requirements such as ITAR/EAR, familiarity and experience with NATO contracts and Manufacturing License Agreements, Proven experience negotiating complex terms and conditions with international entities, Lead/mentor other SCAs with the preparation of International Supplier PO Packages, Experience reviewing subcontract packages from either peer or junior Subcontracts Administrators, Proficiency with Microsoft Office Suite, experience using procurement or Enterprise Resource Planning (ERP) systems (e.g., Costpoint, SAP), Must be a US Citizen, able to acquire a Secret Clearance

Knowledge of specific country-by-country legal and regulatory requirements for procurement
What You'll Do.
Manage full subcontract lifecycle for international suppliers
and negotiate complex subcontract agreements
Conduct market research to identify potential subcontractors
Serve as primary point of contact for international suppliers
Conduct comprehensive cost and price analysis
Monitor subcontractor performance against contract terms
Contributes to Program Risk and Opportunity management
Coordinate with internal stakeholders
audit-ready subcontract files
Ensure smooth import/export operations
How You'll Work.
Team & Collaboration
Coordinate with internal stakeholders (e.g., Program Managers, Business Development, Legal, Finance, Logistics, Engineering) to ensure seamless execution of subcontracts and alignment with program objectives.; Serve as the primary point of contact for international suppliers regarding contractual matters, building and maintaining strong, collaborative relationships.
