What They're Looking For.
Must Have
7+ years of experience in subcontract management, procurement, contracts administration, or supply chain management, 4+ years of direct leadership or supervisory experience managing subcontract administrators, buyers, or procurement professionals, Ability to obtain/maintain a Top Secret/SCI DoD clearance, U. S. Citizenship required
Nice to Have
Familiarity with military acquisition programs, Experience supporting proposal development, Experience supporting government audit requirements, Experience working within AS9100, ISO 9001, or other regulated quality management systems preferred, Experience supporting aerospace systems, Group 2/3 UAS platforms, electronics, or defense programs is highly desirable
What You'll Do.
and develop a team of
Manage subcontracts in support of multiple programs
Assign workload priorities
Establish performance expectations
Conduct employee performance evaluations and coaching
Provide coaching and guidance to buyers / subcontracts
Oversee full lifecycle management of subcontracts
Develop and implement subcontracting strategies
Ensure compliance with FAR/DFARS
Review and approve solicitation packages
Review subcontract awards
Review negotiation strategies
Review subcontract documentation
Provide guidance for complex subcontract negotiations
Provide guidance for cost and pricing analyses
Provide guidance for risk assessments
Partner with Program Management
Support proposal development activities
Support subcontractor sourcing
Support cost estimating
Support basis of estimate preparation
Interpret prime contract terms and conditions
Flow relevant clauses
and wage or regulatory
Monitor subcontractor performance related to cost
Drive corrective actions and continuous improvement
Identify subcontract-related risks
Lead mitigation and corrective action efforts
Establish and maintain subcontract files
Support or lead internal and external audits
Support CPSR preparations
Support compliance reviews of subcontractors
Develop and maintain supply chain and subcontracting procedures
Develop standard work and training materials
Support supplier performance management
Support strategic sourcing initiatives
Support small business participation goals
Ensure effective communication and coordination between subcontract staff
Prepare and present reports on subcontract status
Perform other duties as required
