**Job Description Summary** Needs Assessment and Performance Gap Analysis: Conducts organizational needs assessments and performance gap analysis on an ongoing basis to determine training plans and knowledge management needs. Measurement and Evaluation: Provides ongoing evaluation of the quality and effectiveness of educational programs using the Kirkpatrick's evaluation levels ensuring that learning outcomes and organizational outcomes are improved. Measures are benchmarked against best practice organizations. The following learning performance measures are evaluated ongoing: − Operational excellence with optimal return on investment. Learning is aligned with the strategic initiatives. − Compliance with mandated regulations. − Time to competency is minimal. − Learning is effective and applied during work activities, consistently proving values to the organization. − Workforce development. Instructional Design: Designs learning considering adult learning principles, adult learning philosophies, learning styles, methodologies, and resources needed to obtain effective outcomes. Training Delivery: Conducts training obtaining effective outcomes. Mentors new educators.
