B. Sc. in Quantity Surveying, Civil Engineering, or equivalent, Minimum 10 years' postgraduate experience in quantity surveying and contract administration, at least 7 years on infrastructure projects (roads, bridges, tunnels, utilities), a minimum of 4 years in the UAE/GCC, Methods of measurement (POMI, CESMM, SMM7), RTA / DM / DEWA commercial procedures, current Dubai construction market rates, Strong measurement and take-off skills, advanced MS Excel, working knowledge of CCS Candy / CostX / AutoCAD (for take-offs), good technical report writing, attention to detail, effective communication
What You'll Do.

checks Contractor's payment applications
assists in the evaluation of variations and claims
maintains accurate commercial records in accordance with the Conditions of Contract
project specifications
and the requirements of the Client and relevant Dubai authorities (RTA
Carry out joint measurement of executed works with the Contractor's QS team on site
Check and verify quantities in the Contractor's monthly Interim Payment Applications (IPAs) against drawings
Apply the project-specified Method of Measurement (POMI
or equivalent) consistently
Prepare Interim Payment Certificates (IPCs)
Assist in the evaluation of variation submissions
and engineer's instructions
Prepare detailed take-offs
and cost estimates for variations
Maintain the Variation Register and supporting documentation
Liaise with the Contractor's QS to clarify and resolve measurement and pricing queries
Assist in reviewing Contractor's claims for additional payment and Extension of Time (EOT)
Compile contemporaneous records
and supporting data for claims assessment
Prepare draft responses and analyses for review by the Senior Quantity Surveyor
Maintain trackers for BoQ utilization
Assist in preparing monthly Cost Reports
and Anticipated Final Cost (AFC) reports
Highlight cost overruns
and commercial risks to the Senior Quantity Surveyor
Maintain proper records of correspondence
and approvals in line with the Conditions of Contract procedures
Track contractual notices
and key contractual deadlines
Verify Contractor's insurances
and guarantees remain valid and on file
Reviewing the commercial aspects of subcontractor and supplier submissions
Cross-check payments to nominated subcontractors as reflected in the Contractor's IPAs
Carry out regular site visits to measure and record works in progress
Maintain accurate measurement books
site instruction registers
Coordinate with site engineers and inspectors to verify quantities and quality status before measurement
Prepare the Final Account
including all variations
Prepare supporting schedules
and back-up documentation for the Final Statement
Assist in retention release and Defects Liability Period commercial matters
Report to the Senior Quantity Surveyor on day-to-day commercial activities
Liaise with the Contractor's QS team
Attend site measurement meetings and commercial review meetings as required
Prepare weekly and monthly commercial update inputs for the Resident Engineer's reports

In this role you will get to **perform standard estimating activities typical to the engineering and construction industry.** The Quantity Surveyor measures work, checks Contractor's payment applications, assists in the evaluation of variations and claims, and maintains accurate commercial records in accordance with the Conditions of Contract , project specifications, and the requirements of the Client and relevant Dubai authorities (RTA, DM, DEWA). ## What you'll be doing: **Measurement & Valuation** * Carry out joint measurement of executed works with the Contractor's QS team on site. * Check and verify quantities in the Contractor's monthly Interim Payment Applications (IPAs) against drawings, BoQ, and site records. * Apply the project-specified Method of Measurement (POMI, CESMM, or equivalent) consistently. * Prepare Interim Payment Certificates (IPCs). **Variations & Change Management** * Assist in the evaluation of variation submissions, site instructions, and engineer's instructions. * Prepare detailed take-offs, rate build-ups, and cost estimates for variations. * Maintain the Variation Register and supporting documentation. * Liaise with the Contractor's QS to clarify and resolve measurement and pricing queries. **Claims Support** * Assist in reviewing Contractor's claims for additional payment and Extension of Time (EOT). * Compile contemporaneous records, site diaries, and supporting data for claims assessmen
