The Project Engineer, Proposals is the connector who turns ideas into winning solutions. In this role, you will partner with engineering, project management, and business teams to craft sharp, customer‑focused proposals that stand out. You’ll shape technical content, refine cost and schedule inputs, keep the team aligned, and drive the proposal process forward with clarity and momentum. If you love pulling the right people together, cutting through complexity, and helping win new business, this role puts you at the center of it all. This position is hybrid, with 3 days onsite and 2 days remote, following the schedule assigned by the Manager. Candidates must reside in Puerto Rico at the time of starting employment, as relocation is not offered. Relocation is not offered for this position. **What YOU will do:** * Liaises between project management, project teams/bid leads, contracts, Business Development and value stream. * Prepares proposal BOE’s, technical volumes, proposal work statements and specifications, and proposal NRE estimate. * Develops compliance matrix, estimates, cost sheets and program schedule. * Monitors and assesses bid preparers efforts across multiple proposals and disciplines. * Coordinates design concepts, criteria and engineering efforts for proposed product
