Bachelor's degree in civil engineering or construction management, Minimum 15+ years of experience in project controls, At least 3 years of experience in the UAE, Proficiency in Primavera P6, Proficiency in Primavera Risk Analysis, Proficiency in other Risk software, Proficiency in Power BI

What You'll Do.
Lead and manage all project controls functions
Provide strategic leadership and oversight for project controls
and specialized assistance to planning
Interface with clients
Attend regular meetings
and maintain project controls processes
Monitor compliance with project controls procedures
Arrange project controls workshops/meetings
Assist contractors/consultants to close project control issues
Develop a Master Schedule integrating multiple packages
Review and convey PMC’s and Engineer’s consent to
Validate compatibility of project resources
Identify potential risks/conflicts
Document risks in Project Risk Register
Evaluate and verify planning and scheduling information
Identify potential areas of delay/slippage
Highlight critical events
Suggest mitigation measures
Suggest corrective actions
Suggest robust recovery plans
Exercise “What if” analysis to assess time impact
Provide alternative courses of action
Advise before issuing instructions to contractors
Prepare regular progress reports
Prepare monthly reports with program analysis
Prepare presentations regarding work progress
Evaluate claims including Extension of Time (EoT)
Evaluate Disruption claims
and resolve planning and scheduling problems
Coordinate with the Client to finalize contractor’s programs

In this role, you will lead and manage all project controls functions for a major railway project, including planning and scheduling, cost control, risk management, and performance reporting, ensuring alignment with project objectives, contractual requirements, and industry best practices. You will work closely with multidisciplinary teams and key stakeholders to drive schedule integrity, cost efficiency, and effective project governance across the project lifecycle. **What You 'll Be Doing:** * Provide strategic leadership and oversight for project controls functions including planning, scheduling, cost management, progress tracking, risk mitigation, change control, and performance reporting across infrastructure programs. * Provide guidance, direction, and specialized assistance to planning & risk staff, interface with clients, and attend regular meetings. * Develop, implement, and maintain project controls processes, procedures, systems, plans and tools and monitor compliance. * Arrange project controls workshops/ meetings to discuss and assist contractors/consultants to close their project control issues. * Develop a Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others. * Review and convey PMC’s and Engineer’s consent to the Contractors’ Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices. * Va
