What They're Looking For.
Must Have
Bachelor's degree in Engineering (Civil, Electrical, Telecommunications), Construction Management, or related technical field, 10 years of progressive experience in program/project management, solution architecture, telecommunications infrastructure deployments, construction management, Minimum 5 years of direct experience with DoW MILCON process, Minimum 8 years of hands-on experience with Installation Communication Grid (ICG) planning, design, and implementation, Minimum 8 years managing telecommunications infrastructure projects valued at $10M or greater, Active Secret clearance required, Must be a U. S. Citizen
Nice to Have
Experience supporting Marine Corps operational installations, understanding of how telecommunications infrastructure is planned, designed, and deployed in training and operational environments, Experience delivering infrastructure for expeditionary Marine Corps operations, work in austere environments, familiarity with tactical communications systems integration, Project Management Professional (PMP), BICSI Registered Communications Distribution Designer (RCDD), Professional Engineer (PE), Certified Construction Manager (CCM)
What You'll Do.
Coordinate MILCON and ICG development efforts

Manage MILCON projects from concept through closeout
and integration of ICG
Ensure implementation of best-of-breed technologies
Mitigate risks and oversee technical teams
Collaborate with Marine Corps stakeholders
Develop and manage project schedules
Maintain Integrated Master Schedules (IMS)
Develop and maintain technical documentation
Provide technical guidance and support
Ensure ICG designs meet standards
Integrate ICG requirements into MILCON projects
Manage telecommunications infrastructure projects
Assist with funding requests and justifications
Conduct constructability reviews
Perform design quality assessments
Perform construction progress inspections
Provide regular status reports

The Engineering Program Manager will play a key role in the successful execution of complex Military Construction (MILCON) and Installation Communication Grid (ICG) modernization efforts for Marine Corps Installations Command (MCICOM). This position requires a seasoned professional with a deep understanding of Department of War (DoW) construction processes, telecommunications infrastructure, and the ability to coordinate technical efforts to ensure alignment with Marine Corps requirements and capabilities. The Engineering Program Manager will be responsible for ensuring the implementation of optimal infrastructure solutions while mitigating risks and overseeing technical teams. This position will also serve as a technical SME to MCICOM.
