We are constantly growing and are currently looking for a resourceful Procurement Civil Engineer to join a top-qualified and knowledgeable Project Procurement Team in one of our projects in Kuwait. * Support procurement activities for marine and topside EPC packages within an oil & gas environment, ensuring alignment with client specifications and approved procurement strategy. * Source, prequalify, and propose bidders from the approved vendor list, with strong focus on marine contractors, offshore fabrication yards, and specialized oil & gas suppliers. * Ensure all Supplier Pre-Qualification and Technical Evaluations are conducted in full compliance with client procedures and project requirements. * Coordinate with Engineering, QA/QC, HSE, Marine, and Project Controls teams to ensure RFQ packages include complete technical, commercial, contractual, and HSE requirements with proper flow-down. * Prepare, issue, and manage RFQs for marine works (e.g., piling, dredging, jetty/pier structures, offshore installation) and topside materials/equipment, ensuring clarity and compliance. * Challenge and optimize procurement requirements based on market conditions, marine logistics constraints, and project execution needs. * Maintain and update the Project Procurement Plan, with particular attention to long-lead and critical marine/offshore i
