Must Have
U. S. Citizenship required, 5–8 years of experience working with federal occupancy agreements, GSA leasing, or government real property management, Direct experience with GSA's occupancy agreement framework, including OA types, billing structures, and modification processes, organizational and database management experience, Excellent negotiation and interpersonal comfortable managing ongoing relationships with GSA PBS regional offices, Ability to interpret complex agreement language and translate it into clear, actionable guidance for non-specialist audiences
Nice to Have
Bachelor's degree in Real Estate, Business Administration, Public Administration, or a related field preferred, experience with GSA's eRETA or similar real property tracking systems a plus
What You'll Do.
Manage FPS's inventory of approximately 280 occupancy agreements (OAs) with GSA
including tracking expiration dates
and modification requirements
Serve as the primary FPS liaison with GSA PBS on all OA-related matters including new requests
Review and interpret OA terms and advise FPS leadership on rights
and opportunities under each agreement
Process OA amendment requests
space change proposals
and supplemental agreements in coordination with GSA
Maintain a centralized OA tracking system with current data on rates
and modification history
Develop and deliver regular reporting to FPS leadership on OA status
and portfolio-wide financial exposure
Support strategic planning efforts by providing OA data inputs for scenario modeling and long-range portfolio planning

Dynamis, Inc. is hiring experienced real estate and facilities professionals to support the Department of Homeland Security (DHS), Federal Protective Service (FPS), one of the nation's premier federal law enforcement and facility security agencies. Our team provides direct support to FPS's dynamic and mission-critical real estate portfolio spanning approximately 820,000 square feet of office and warehouse space across roughly 180 offices and 280 occupancy agreements nationwide. You'll work alongside FPS leadership and GSA counterparts to optimize the agency's real estate footprint, execute complex space planning and relocation projects, manage occupancy agreements, and advance long-term strategic portfolio goals. This is high-visibility work at the intersection of federal real estate, infrastructure, and homeland security where your expertise shapes how FPS operates, grows, and serves the nation. The Real Estate/Occupancy Agreement Specialist is FPS's authoritative resource for managing the life cycle of its 280+ occupancy agreements with GSA.
