What They're Looking For.
Must Have
Master's Degree or its International Equivalent in Monitoring and Evaluation, Biostatistics, Epidemiology, Public Health, Health Informatics, Information Systems, Behavioral or Social Sciences, International Development, Human Development, or a related field, Minimum of 8 years of experience in Monitoring, Evaluation, Learning (MEL), Strategic Information, or public health program management, Demonstrated experience serving as a senior technical lead or subject matter expert in MEL, Strategic Information, or Global Health Security programming, Demonstrated experience leading and managing multi-sectoral and multi-country projects funded by international donors, Experience in developing technical reports, publications, presentations, dashboards, and data visualization products for both technical and non-technical audiences, Demonstrated expertise and skills in quantitative and qualitative methods for routine monitoring, assessment, evaluation, or learning, Proficiency with relevant data collection, statistical analysis, and data visualization software (e. g. , STATA, R, SPSS, Epi Info, Tableau, Power BI, DHIS2, KOBO, etc. ), Comprehensive knowledge of project management, performance monitoring, process improvement, data quality assurance, and results-based management approaches, Demonstrated experience in staff supervision, mentorship, team leadership, and institutional capacity strengthening, Proven ability to build, manage, and retain high-performing teams in multicultural and multidisciplinary environments, Fluency in English required
Nice to Have
Project Management Professional (PMP), Experience working with government institutions, donors, multilateral organizations, implementing partners, and non-governmental organizations (NGOs), Prior experience supporting Global Health Security, surveillance, outbreak preparedness and response, emergency public health programs, or health systems strengthening initiatives
What You'll Do.
Provide technical guidance on MEL aspects
Oversee day-to-day MEL activities
Develop and implement MEL policies and processes
Ensure quality service delivery using project data
Lead MEL systems development and management
Supervise technical staff and subcontractors
Ensure activities align with workplan objectives
Promote STRIDES as thought leader in MEL
and reporting against STRIDES AMELP
and manage MEL systems
Track STRIDES progress against MEL indicators
Ensure MEL plans integrate quantitative and qualitative methods
Assess subcontractors' MEL-related data
Build MEL capacity of STRIDES staff
Lead STRIDES learning activities
Manage in-country relationships with counterparts
Strengthen capacity of MOH
surveillance officers
and implementing partners in data management
and use for decision-making
Lead development of country-specific MEL plans
Identify and consult with STRIDES Senior Management team
Supervise and mentor staff
Support performance management and professional development
Perform other duties as assigned
