What They're Looking For.
Must Have
Bachelor’s Degree with 8+ years of experience in Subcontracts Management, Procurement, Program Management or Contracts Management – OR - Master’s Degree with 6+ years of experience in Subcontracts Management, Procurement, Program Management or Contracts in lieu of degree an additional 4+ years of experience may be considered, Demonstrated experience providing subcontracting process and compliance guidance to junior subcontract specialists, supplier management teams, integrated product teams, and other stakeholders, Must have demonstrated subject matter expertise with FAR and DFARS provisions and GSC policies and procedures, Must have proven subcontract management experience for subcontracts in excess of $50 Million from cradle to grave, Must have a minimum of 3 years’ experience leading a team, process, and/or projects, Aerospace and Defense experience
Nice to Have
Master’s Degree in Business, Global Supply Chain or Project Management, Experience working on high dollar production and/or development Subcontracts with complex contract types, Experience managing a team of direct reports, Experience with contract terminations and closeouts, Experience conducting presentations to and collaborating with Senior Leadership, Internal Northrop Grumman Subcontracts experience, Knowledge of Earned Value Management System, CAM Experience or Training, Risk mitigation experience, Negotiating skills with contract in excess of $100 million
What You'll Do.
Leads team of ~10 Individual Contributors Subcontracts Administrators through the execution of all phases of the Subcontracts lifecycle
Supports Subcontracts Administrators through all phases of the Subcontract including requests for proposal
contract administration and contract closeout to ensure contract acquisition and fulfillment is in accordance with company policies
and Customer specifications
Acts as the Subject Matter Expert (SME) and the main focal point for Subcontract activities relating to negotiating
interpreting and implementing contract terms and requirements
including the compliant contractual implementation of data rights
Advises management of contractual rights and obligations
Performs independent research and analysis of complex and strategically important risks related to suppliers
Coordinates with cross-functional teams on complex issues and risks to develop and present appropriate mitigation plans to Supplier Management Teams and Leadership
Coordinates with Contracts team on proposed new or revised contract terms or facilitates flow-down to Subcontracts Specialists by identifying and communicating any potential impacts or implications for consideration
Identifies and closes knowledge gaps across all Subcontract Specialist levels by creating and presenting training on areas such as Government Purpose data rights
Specifically Negotiated License Rights (SNLR)
Commercial Item Determination (CID)
and Earned Value Management System (EVMS) compliance
Manages performance of subcontracts
ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
Manages and develops strategic/key suppliers
Reviews and approves supplier payment as needed
Utilize process tools such as Lean Six Sigma with suppliers to drive quality
efficiency and continuous improvement
