Manager Network Policy Development Contract Specialist ****Job Description:**** Drafting and developing Discover Payment Network Operating Regulations and related publications, partnering with accountable executives to develop new network policies, ensuring rules are accurate, consistent and transparent. Regularly influencing and engaging with a wide range of cross-functional stakeholders and ensuring internal rule change management, submission and approval processes are followed and appropriately documented. ****Responsibilities:**** * Policy Development – Draft, maintain and modernize network policies, operating rules and related publications, applying legal training to ensure clarity, enforceability and alignment with regulatory and contractual requirements. Ensure detailed, accurate drafting of network policies. Translate complex legal, technical and operational requirements into clear, implementable rules for diverse stakeholder audiences * Governance rigor – ensure ongoing compliance with internal rule change management, submission and approval processes * Build and maintain strong working relationships with peers and stakeholders across Legal, Risk, Compliance, Product, Technology and Operations teams * Embrace and develop your skills in the use of technology (including AI-enables tools where appropriate) to improve rule quality, consistency and operational efficiency, while retaining clear human accountability * Ability to balance legal precision with operational practicality, ensuring policies are clear, enforceable and implementable at scale ****Basic Qualifications:**** * Bachelors Degree or Military Experience * At least 3 years of experience in contracts, risk assessment, or liability frameworks ****Preferred Qualifications:**** * Juris Doctor (JD), LLB or equivalent legal qualification or paralegal experience in contracts management * 4+ years of experience in contracts, risk assessment, or liability frameworks * Experience with payments network govern
