Position Description: The Management Analyst III will provide high-level analytical support for the implementation of the NOAA Research Security Program. This position will focus on program management, framework development, compliance monitoring, and policy implementation to ensure adherence to NSPM-33 requirements across NOAA research operations. Location: Silver Spring, MD (Hybrid) Clearance: Active TS/SCI Responsibilities and/or Success Factors: Program Development and Management Develop and maintain the Research Security Program framework aligned with NSPM-33 requirements Create the Concept of Operations (CONOPS) document that outlines the operational vision for the program Design and document workflows, process diagrams, and reference guides for program implementation Support the development of the implementation roadmap with timelines and milestones Policy Development and Implementation Lead the drafting and implementation of comprehensive research security policies and procedures Develop standardized templates and formats for research security documentation Create guidance documents for NOAA institutions on achieving NSPM-33 compliance Support development of collaboration procedures with other federal agencies and stakeholders Compliance and Monitoring Establish continuous monitoring systems to ensure ongoing compliance with
