Must Have
Bachelor's or Master's degree in business, public administration, or related field, from an accredited university or college., 10+ years of progressively responsible project or program management experience., 5+ years of experience supporting HHS, ACF, or Office of Head Start programs., 5+ years of supervisory or team leadership experience., 1+ years of experience managing complex, high-profile projects with multiple stakeholders., US government issued security clearance required (will be initiated upon hire), Valid driver’s license and ability to pass an MVR check.
Nice to Have
Certified Project Management Professionals (PMP), or equivalent certification, preferred., Knowledge of federal grants, program oversight, or data-driven operations., Experience managing remote or distributed teams., Excellent written and verbal communication, including executive reports and briefings., Ability to prioritize, resolve issues, and lead teams in dynamic settings., Preference for experience in federal grants or human services programs.

Full Job Description
ICF is seeking an experienced Project Manager to lead delivery of the Head Start National Customer Service Improvement Project (CSIP). This role provides overall project leadership and coordination, ensuring high-quality execution of program management and data management services supporting the Administration for Children and Families (ACF), Office of Head Start (OHS). The Project Manager serves as the primary point of contact for project execution, oversees multidisciplinary teams, and ensures all work is delivered on time, within scope, and in alignment with contract requirements and ICF quality standards.
