Must Have
Degree in GIS, computer science, engineering, or a related technical discipline, Experience developing or configuring GIS solutions using the Esri ArcGIS platform, Working knowledge of geospatial data models, vector and raster data, spatial analysis, basic geoprocessing techniques, Basic experience with scripting or programming for GIS automation or customisation, familiarity with web GIS concepts, Exposure to solutions that integrate ArcGIS with enterprise and operational systems, Experience working within multidisciplinary, multinational teams, organisational and coordination skills, some experience in structured project or delivery environments, Exposure to testing, acceptance, or go-live activities for complex or integrated GIS solutions, Excellent communication and documentation skills

Prior work with national infrastructure owners, transport authorities, utilities, or public works organisations, Experience working on large-scale digital, Digital Twin, or smart city projects involving geospatial components, Familiarity with systems integration concepts and technologies relevant to GIS, Experience working with cloud platforms, DevOps practices for deploying and managing GIS solutions, Professional certifications in GIS or related technologies

Unleash your talent and redefine what’s possible. _**Job Description:**_ **GIS Developer – Operational Digital Twin** Parsons is seeking a GIS Developer to support the end-to-end delivery of a large-scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. This multi-year initiative will design, build, and operationalize an Operational Digital Twin platform that integrates geospatial data, real-time IoT/SCADA feeds, asset information, and core enterprise systems to enable data-driven planning, operations, and maintenance. The role will work closely with the GIS Development Lead and a team of international experts, developers, and engineers. The scope spans discovery and stakeholder engagement, requirements and architecture design, proof-of-concept delivery, implementation of a production-grade environment, post-implementation support, and structured training and knowledge transfer. The GIS Developer will help configure and develop GIS services and applications, support integrations between ArcGIS and enterprise systems, contribute to testing and performance tuning, and assist in ensuring successful delivery of geospatial capabilities across key Digital Twin use cases. **What You’ll Be Doing** * Support the GIS Development Lead in configuring and developing GIS components of the Operational Digital Twin across discovery, design, PoC, implementation, and post-implementation support phases * Assist in configuring and publishing map services, feature services, web maps, and web/mobile GIS applications using the Esri ArcGIS platform (ArcGIS Enterprise, ArcGIS Online, ArcGIS
