Full Job Description

Job Overview The Executive Director of Human Resources, under the guidance of the Chief Human Resources Officer, provides strategic leadership and operational oversight of the district's human resources functions to ensure alignment with organizational goals and compliance with all applicable laws and regulations. As a key advisor to the Chief Human Resources Officer, the Executive Director promotes a culture of excellence, equity, accountability, and continuous improvement across all human resources programs and related services. Position Description Essential Duties and Responsibilities Overall Responsibilities Provide strategic leadership and oversight for the development and execution of human resources initiatives aligned with district goals Champion a high-performance, customer service-oriented culture rooted in compliance, equity, and operational excellence Serve as a strategic advisor to executive leadership on workforce matters, to include policy interpretation, development, and enforcement Operations & HRIS Analytics Direct the planning, execution, and continuous improvement of all HR operational functions to ensure efficient, compliant, and customer-focused service delivery Ensure accuracy, timeliness, and regulatory compliance in new hire processing, employee records, and HRIS transactions Guide processes related to employee separations, including final pay, documentation, and exit interviews Oversee the monitoring and analysis of resignation and termination trends to inform retention strategies and workforce planning Ensure operational alignment across HRIS, position control, records management, and data governance systems Use data analytics and metrics to monitor performance, identify risks, and inform strategic decisions Promote a culture of innovation and continuous improvement within all HR service areas Talent Acquisition & Staffing Provide leadership for the district’s comprehensive talent acquisition strategy, ensuring alignment with staffing nee
