Develop and maintain an optimal portfolio of high value software applications in a timely and cost-effective manner; Ensure that performance meets all Government contracting requirements within price and schedule; Ensure products align well with the project's goals; Promote standardization, reuse and to minimize incompatibility issues across NIAID's application portfolio

NACI (T1) clearance, Public Trust/Other Required, Ability to obtain an NIH Public Trust, Onsite presence at customer location in Rockville, MD will be required for regular in-person meetings, to facilitate collaboration, Work visa sponsorship will not be provided for this position
What They're Looking For.
Must Have
10 + years of related experience, Bachelor of Science degree in Computer Science, Information Technology, or related field, or equivalent experience, 11+ years of experience including 10+. NET software development with 7+ years of managing multiple technical cross functional teams, 5+ years of experience with Federal Contract Program Management for large scale software development contracts including Staffing, Financial Management, Portfolio Management, Project Management, Agile Practices, DevOps, Business Process Analysis, and Organizational Change Management, in-depth understanding of. NET and technical aspects of. NET applications, Ability to comprehend the complexities of software design and databases and anticipate technical and business challenges to ensure products align well with the project's goals, Ability to obtain an NIH Public Trust

What You'll Do.

Coordinate and monitor sub-contractor activities
Manage client expectations
Act as technical single point of contact
Adhere to and document activities using HHS EPLC methodology
Formulate and enforce work standards
Assess technology solutions and make recommendations
Ensure effective change control and configuration management

Support and ensure the use of architectural standards
Oversee multiple development teams
Prepare detailed project plans
Perform Biweekly assessment and reporting of projects’ progress
Create and maintain a Task Order Management Plan
