Must Have
Degree in information management, computer science, engineering, or related discipline from an accredited institution, Experience supporting data governance, data management, or information management activities for large-scale digital, platform, or enterprise solutions in infrastructure, utilities, or urban environments, Experience of establishing data governance concepts to support Esri ArcGIS implementations, Working knowledge of core data-governance concepts, including data ownership and stewardship, data-quality management, metadata management, and master / reference data management, Comprehensive understanding of data and information architecture concepts, particularly for geospatial, time-series, and asset / network data, and how these support operational use cases, Exposure to enterprise and operational systems such as EAM/CMMS, ERP, BIM, SCADA/IoT platforms, GIS, and data warehouses/lakes, Experience working within multidisciplinary, multinational teams across multiple time zones, organisational and coordination skills, Exposure to testing, acceptance, or go-live activities for complex or integrated data platforms, Excellent communication and documentation skills, with the ability to clearly convey data-governance concepts to non-technical stakeholders, Fluency in spoken and written English
Nice to Have
Prior work with national infrastructure owners, transport authorities, utilities, or public works organisations, Professional certifications in data management or governance, Arabic is an advantage
What You'll Do.
Define data governance objectives
and priorities for the Operational Digital Twin across planning
and maintenance domains
Establish and document data governance frameworks
including data ownership
Identify and catalogue critical data domains (e.g.
Support the development and maintenance of related data dictionaries
Define data quality rules and KPIs
Assist with profiling and assessment
Track remediation actions with relevant stakeholders
Coordinate master and reference data management activities
Support compliance with relevant data protection
and security policies
Embed governance requirements into solution design and operations
Prepare data-governance documentation
and training materials
Run awareness sessions and workshops with client data owners and stewards

working closely with the Product Manager and a team of international experts, architects, and engineers; working within multidisciplinary, multinational teams across multiple time zones; collaboration with the Data Architect / Ontologist, GIS team, and enterprise system owners; working with cybersecurity and infrastructure teams

This multi-year initiative will design, build, and operationalize an Operational Digital Twin platform that integrates geospatial data, real-time IoT/SCADA feeds, asset information, and core enterprise systems to enable data-driven planning, operations, and maintenance. The role will be working closely with the Product Manager and a team of international experts, architects, and engineers. The scope spans discovery and stakeholder engagement, data and information architecture design, proof-of-concept delivery, implementation of a production-grade environment, post-implementation support, and structured training and knowledge transfer.
