What You'll Achieve.

Strengthen the role of integrated data systems and analytics in routine health sector decision-making; Support planning, coordination, and performance review processes; Improve planning, coordination, and accountability; Support implementation of the USG MOU; Translate commitments into cost-effective program operational plans; Monitor performance against agreed targets; Improve alignment and tracking across donor financing streams

Possible occasional local and national travel required (no more than 10%), Splitting time working at MISAU and at PATH Maputo offices, based on needs

What They're Looking For.

Must Have

Advanced university degree (Master’s level or higher) in Public Health, Epidemiology, Health Informatics, Data Science, Health Systems, Economics, Public Administration, or a related field, Bachelor’s degree combined with substantial relevant professional experience, Minimum of 8–10 years of progressively responsible experience in Health data systems, analytics, or performance monitoring, Minimum of 8–10 years of progressively responsible experience in Health systems strengthening or public sector decision-support, Demonstrated experience working with government institutions on Use of data for decision-making, Demonstrated experience working with government institutions on Performance monitoring and review processes, Proven experience mapping, analyzing, or improving complex systems involving multiple stakeholders and data flows, Experience supporting highly matrixed processes involving government, donors, vendors, and partners, Ability to translate high level policy commitments into operational, costed, and sequenced implementation plans, Solid technical expertise in Health information systems and data landscapes, Solid technical expertise in Performance monitoring frameworks and indicator use, Solid technical expertise in Data use in routine management and review processes, Solid technical expertise in Analytics for decision support (conceptual design, not necessarily technical build), Experience conducting Stakeholder mapping and qualitative assessments, Experience conducting Process mapping and systems analysis, Experience conducting Use-case development or problem framing, Ability to synthesize findings into clear concept notes, briefs, and strategic framing documents, Fluency in Portuguese is required, Professional proficiency in English is required, Excellent written and oral communication skills, Demonstrated experience facilitating multi‑stakeholder coordination, Proven ability to support government leadership and ownership, Interpersonal skills and the ability to navigate complex political and institutional environments, Autonomy, proactivity and ability to manage multiple priorities

Nice to Have

Familiarity with Mozambique’s health sector architecture, Familiarity with MISAU structures and directorates, Familiarity with Routine performance review, M&E, and planning cycles, Familiarity with Existing data and reporting systems, Prior experience supporting bilateral/ multilateral agreements, MOUs, or partnership frameworks, Prior involvement in Data integration or interoperability initiatives, Prior involvement in Health system analytics initiatives, Prior involvement in Cross-program or cross-sector coordination efforts, Prior involvement in M&E framework development and implementation, Prior involvement in Results frameworks, performance monitoring, and implementation tracking, Analytical skills, with demonstrated ability to identify patterns, gaps, and opportunities, Ability to prepare high-quality technical documents

What You'll Do.

Map key stakeholders involved in performance monitoring

Document existing and emerging performance monitoring structures

Identify fragmentation

Synthesize stakeholder perspectives on current challenges

Identify and prioritize key decision-making use cases

Ground use cases in real management and planning processes

Translate decision processes into analytic needs

Facilitate alignment discussions with stakeholders

Develop a high-level concept and MVP framing

Assess how proposed concepts align with national strategies

Identify preconditions required for further design or piloting

and key open questions

Develop recommendations and an indicative scope

How You'll Work.

Team & Collaboration

Engaging with stakeholders across national and subnational levels; Work closely with MISAU and partners; Work closely with the FAST team and MISAU’s Planning and Cooperation Directorate; Facilitating multi‑stakeholder coordination, including government counterparts, USG agencies, donors, and implementing partners

Communication Scope

Excellent written and oral communication skills; Demonstrated experience facilitating multi‑stakeholder coordination; Ability to prepare high-quality technical documents

Process & Methodology

Ability to manage multiple priorities in a dynamic environment
