What They're Looking For.
Must Have
Minimum 5+ years of experience in construction materials testing, quality assurance, or quality control., Associate’s degree or Bachelor’s degree in Civil Engineering, Construction Management, Materials Engineering, Engineering Technology, or related field., ACI Concrete Field Testing Technician Grade, WAQTC – HMA, Aggregate, Asphalt II, Embankment, IPD, Nuclear Density Gauge Safety Certification, Laboratory Quality Systems familiarity (AASHTO R-18), Knowledge of construction materials testing procedures, Knowledge of QA/QC processes, Knowledge of statistical testing and acceptance procedures, Knowledge of laboratory operations and equipment calibration, Knowledge of construction specifications and standards, Knowledge of non-conformance reporting processes, Familiarity with AASHTO, Familiarity with ASTM, Familiarity with WSDOT Materials Manual and Construction Manual, Familiarity with Quality Management Systems, leadership and supervisory skills, Excellent organizational and documentation abilities, verbal and written communication skills, Ability to manage multiple testing activities simultaneously, Ability to interpret plans, specifications, and testing standards, problem-solving and analytical skills, Proficiency with Microsoft Office and quality management/document control systems
Nice to Have
Minimum 2 years in a supervisory or lead testing role, Experience on heavy civil, transportation, bridge, roadway, or infrastructure projects, Experience working with DOT projects and specifications, Experience with design-build transportation projects., Experience working within large-scale Quality Management Programs., Familiarity with InEight, CATS, or electronic document management systems., Experience coordinating with owner verification testing programs and independent assurance programs.

Oversee materials testing activities
Ensure field and laboratory testing compliance
Coordinate testing personnel
Verify compliance of testing documentation
Ensure proper calibration of equipment
Support Quality Management Plan implementation
and verify testing reports
Ensure testing activities comply with standards
Oversee sampling and testing activities
Ensure testing activities support schedules
Coordinate testing resources
Ensure qualified personnel perform testing
Maintain on-site presence
Supervise QA Testing Technicians
Support continuous training and development
Verify staff certifications
Review and verify test reports for accuracy
Ensure documentation submission timelines
Maintain accurate quality records
Support Non-Conformance Reports preparation
Assist with statistical analysis of data
Verify calibration and certification of equipment
Maintain records of calibration
Coordinate with approved laboratories
Support laboratory audits
Coordinate testing requirements with stakeholders
Participate in meetings and reviews
Assist in resolving discrepancies
Assist in Quality Management Plan implementation
Participate in quality audits
Support corrective action development
Assist in dispute resolution
How You'll Work.
Team & Collaboration
Works closely with QA inspectors, laboratories, project management, subcontractors, and owner representatives.; Coordinates testing resources with project management and QA inspection staff.; Coordinates testing requirements with Construction Quality Assurance Manager (CQAM), Project Quality Manager (PQM), Construction Management Team, QA Inspectors, WSDOT representatives, Utility owners and local agencies.; Participates in pre-activity meetings, quality meetings, audits, and quality check point reviews.
