What They're Looking For.
Must Have
Bachelor of Science degree in Civil or Environmental Engineering from an accredited university or college, Ability to read, write, and communicate fluently in English and Spanish, Possession of a valid Florida driver’s license

What You'll Do.
Review plats for conformity to city standards and required right-of-way dedications
Review right-of-way deeds for land dedications
Review permit applications and plans for work proposed within city right-of-way
Stormwater Protection
Parking Layout and other related project plans for compliance with City standards
Review bond estimates and performance bonds for new developments requiring significant right-of-way improvements
Review maintenance of traffic (MOT) and lane/street closure plans
Perform field inspections of jobsites
Provide guidance to contractors for right-of-way improvements
Prepare professional services man-hour estimates
Prepare Request for Qualification (RFQ) packages
and street lighting master plans/layouts
Draft roadway pavement marking plan and/or sketch
Review roadway construction plans designed by consultants
Research city files and court records
Coordinate utility relocations
Prepare cost estimates for right-of-way improvement projects
Prepare specifications and Invitation to Bid (ITB) packages
Review and evaluate bids
Review project invoices and change orders
Produce and submit reimbursement invoice packages
Assist management staff with the administration of JPA Agreements
and U. S. EPA NPDES stormwater permits
Collaborate in developing and administering Streets and Stormwater Utility policies
Attend and respond to complaints
Review preliminary designs of state
and other entity projects

Full Job Description
Salary Range: $54,416.96 - $106,182.70 ** _DISTINGUISHING_** **_CHARACTERISTICS_**** _OF WORK_** This position requires the application of engineering knowledge and skills to public right- of-way engineering and construction projects. Duties include the review of right-of-way construction and utility plans for compliance with applicable governmental standards, issuance of right-of-way construction permits, and related public contract work. The supervision of an engineering technician and/or draftsman is an additional duty. **_ESSENTIAL EXAMPLES OF DUTIES_** _The following illustrates examples of some of the essential duties and responsibilities of the Civil Engineer. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Supervisor._ * Reviews plats for conformity to city standards and required right-of-way dedications. * Reviews right-of-way deeds for land dedications. * Reviews permit applications and plans for work proposed within city right-of-way. * Reviews Site, Roadway, Street Lighting, Paving & Drainage, Utility, Stormwater Protection, Parking Layout and other related project plans for compliance with City standards and for minimization and/or mitigation of impacts to the city. * Reviews bond estimates and performance bonds for new developments requiring significant right-of-way improvements. * Reviews maintenance of traffic (MOT) and lane/street closure plans. * Performs field inspections of jobsites, as needed, before and after permits are issued. * Provides guidance to contractors for right-of-way improvements according to approved plans and specifications. * Applies for grants. * Prepares professional services man-hour estimates for upcoming engineering projects. * Prepares Request for Qualification (RFQ) packages for professional service contracts. * Drafts roadway, drainage, and street lighting master plans/layouts for contracted engineering firms to design and produce construction plans according
