It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. **Description of Work** The DSS Business Operations Section is responsible for the oversight, direction, and management of all financial operations of the Division. The Budget Unit is responsible for the development, oversight, and execution of a $2.2 billion budget for Public Assistance and Social Service programs and services throughout the State of North Carolina, ensuring proper procedures and conformance to numerous federal and state rules, regulations, and requirements and accurate, timely, and appropriate reporting therein. The primary purpose of this position is to provide comprehensive budget and analytical support to the various programs within the Division of Social Services. Key responsibilities include, but are not limited to: \- Assist the Chief Division Budget Officer in developing and implementing the base budget and change budgets. \- Interpret and apply general statutes, the State Budget Act, and OSBM policies and procedures throughout the budget process. \- Prepare budget revisions for assigned programs/funds to ensure the budget is accurately aligned. \- Process daily transactions (invoices, travel reimbursements, conference authorizations, funding worksheets, and purchase requests) to ensure timely and accurate support for assigned funds/programs. \- Maintain extensive knowledge of the programs of the Division
