Must Have

Bachelor's degree in business administration, public administration, accounting, or related field, four years of experience preferably including experience in accounting, compliance with state and federal requirements for the use of public funds

Nice to Have

Knowledge of the principles and practices of public administration and governmental budgeting and accounting, Knowledge of the fiscal, operational, and regulatory policies of state government, Demonstrated ability using accounting judgment and theory to a wide variety of situations, Knowledge of the financial structure, accounting and budget systems, and financial procedures of the State of North Carolina and the Department of Transportation, Experience with Integrated Budget Information System, Experience with Salary Control System, Experience with BEACON / FIORI, Experience with SAP

Define and manage budgets

Advise staff on budgets

Plan for future budgetary needs

Complete budget revisions

Explain budget process

Establish final budget

Analyze and report information

Prevent incorrect funding/expending

Calculate lapsed salary balances

Review lapsed salary balances

Approve personnel actions

Approve position actions

Approve salary reserve requests

Maintain Field and Equipment spreadsheets

Complete special requests
