Must Have
University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience, Active and transferable U. S. government issued Secret security clearance is required prior to start date, U. S. citizenship is required, Program management or project management experience leading US government and/or international contracts, Experience leading proposal capture activities, Experience managing cost, schedule, financial forecast, and technical performance for programs using Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business processes, Experience leading cross-functional teams and reporting out to executive stakeholders

Proven success creating and maintaining executive level relationships with suppliers, customers, government representatives, primes and internal peers, Experience with high rate, high mix manufacturing oversight, Proven success creating and maintaining relationships with suppliers, customers, government representatives, primes and internal peers, Experience working with customers on government programs with complexity requiring direct customer interfaces, both internal and external, Experience developing and implementing execution, coordination, and growth strategies

P&L responsibilities for the Optronics business and the Carlsbad site
Lead a team of program management professionals
Profit/loss ownership
Work with all functions to meet dynamic sales
Ensure execution of the annual 5-year business plan to meet commitments
Partner at multiple levels within the enterprise to capture business and ensure execution success
Establish and maintain customer relationships
Execute program growth strategies for domestic and international growth
Understand and represent customer needs to leadership
Build and maintain excellent relationships with customers and key suppliers
Coordinate and align interactions
and transactions between customers and other primes
