It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. **Description of Work** The Senior Applications Systems Manager provides IT leadership across multiple technical teams supporting software applications utilized statewide. This position manages the planning, development, and maintenance of applications across program domains, such as Energy Assistance, Special Assistance, and related technical workstreams. The Senior Applications Systems Manager role oversees the entire Software Development Life Cycle (SDLC), coordinates vendor engagement, and collaborates with stakeholders across DHHS divisions and partner agencies. This position is key to delivering scalable, compliant, and efficient technology solutions that support critical health and human services operations.
